I can't help thinking the most common move in Putin's playbook: to blame opponents of what you yourself have done or plan to do in future, so that if you're caught you can say they're just accusing you in retaliation because you said it about them first.

That depends whether he actually believes himself what he's saying. He's clearly a pathological liar (even compared to usual politicians). He might well be "sane" in the sense he knows none of it is true, he's only saying stuff in the (unfortunately justified) belief it'll get him votes.
...what was the difference between psychopath and sociopath, which one would that make him?
