What about the biological female prisoners that would suddenly find an "uncut" male in their midst?

Do they have any less rights than Miles?

No. If they're too cheap and lousy to not be able to prevent rape no man nor transgender should be put there. Evil.
Since there was stalking women wouldn't be a good idea either. Just a private cell in a place with no dangerous criminals.
