What is illegal but ethical?

In some parts of the US, politicians have made it illegal to feed the homeless.

To give money or food regularly to someone who gets govt money.
They got a bit less harsh now because it got insane. A mother helping her daughter, so she could eat and then she had to pay the city 10 thousands back.
But when my ex had no money to buy food for the kids or himself and I gave him some I had to say it was a loan if I did it by bank or give it cash, so he wouldn't get into trouble. We now discovered Germany though. He has a car. We went there to go grocery shopping. Here you pay sugar tax, fat tax, anything tax and there not. What costs you normally 160 euro was now 90 euro. Meat twice as cheap, cheese way cheaper, everything and we live near the border.
