That would depend on who's fighting who.
The obvious candidate is North Korea - if it even is actually nuclear armed.
Israel would have great disadvantage of small land area. If we imagine all out WWIII where Israel is allied with NATO and Russia wants to take it out, Israel might be the one wiped out to most uninhabitable, despite bigger countries being hit by much greater numbers of missiles.
Then there's the issue of consequences, possible disastrous nuclear winter. That combined with likely huge damages and loss could actually make Russia the worst survivor. US and UK would also have big problems. But again North Korea would take horrible damage.
There's also the likelyhood that nuclear war wiped out or in the least collapses governments, which is hard to predict where that would do most damage. It might be an advantage to US to have state governments that could take over temporarily or permanently. Though same can be argued about Russian territories.
On the other hand, if we look at any nuclear war between two or more countries, especially realistic scenarios, I think India could brutally wipe out Pakistan, despite enormous losses to themself.
