This new president as was the last are soft on crime. They are the Trudeau of Mexico; they are extremely liberal and all for social programs and "for the people". They are the "Green" party and there isn't going to be much of a change in that fight against the cartels unless pressured by the US and other countries.
Which of course "being for the people with handouts" makes them popular with the academics, the poor and in general the masses. The church kept the country conservative for a couple of centuries, but the new population has pulled away from religion.
They also have laws as in this country that make it difficult to pit the military against its own people without some act of congress. So, it's left up to their state police and state's national guard. There is a lot of corruption at those levels, yes, it would be better if the "Federales" were more involved. Their FBI is involved, but it mostly stops there without a leader that would be harder on crime.
